Cathy Durdan, incumbent Board of Finance candidate for Avon

Cathy Durdan, Avon Republican incumbent candidate for Board of Finance, demonstrates the experience and firm grasp of town wide financial issues to Deliver Results that make Avon affordable for all residents while still delivering quality town services and schools.

The Avon Board of Finance has the responsibility of overseeing budget and tax matters for the Town. A Public Hearing is held annually with the Town and Board of Education presenting their budgets to Avon residents. During the Public Hearing, the Board of Finance addresses economic indicators. This is the information I use when determining the recommended tax increase. I start with the revenue available from the October 1st Grand List (how much money do we have to spend?) Next I consider the economic indicators and comments from Avon residents.

 The Hearing is followed by a Board of Finance Workshop open to Avon residents. Members present their comments and budget recommendation. A vote is taken and the budget is passed to referendum as required by the Town Charter.

“Some” people that feel we should send the budgets without change to referendum. However, Avon has 18,000+ residents. In 2008 the original spending requests submitted to the Board would have required an 8.02% increase in the mill (tax) rate. The amount was decreased to a 5.75% tax increase. The voters defeated the 5.75% tax increase and two subsequent budget recommendations, calling for tax increases of 4.5% and 3.84% respectively. Avon residents sent a message.

As a member of the Board of Finance, I will continue to support responsible spending and reasonable taxes. I will be conscious of the economy and the impact on Avon residents. I will strive to support Avon’s conservative operations and adequate surplus resulting in our AAA bond rating.
