Ryan Chapman, 21, 11 Brook Dr., Simsbury, was charged with operating a vehicle while under the influence on Feb. 23 at 4:12 a.m. arrested him in the parking lot of 255 West Main St., where Walmart Plaza is located, and released him on a $500 non-surety bond. He is scheduled to appear in court on March 7.
