Police: Apple Health Care Employee Filmed Women Using Bathroom with iPhone

After a female . employee noticed an iPhone hidden in a tissue box in one of the bathrooms at the Avon company, police arrested an IT department worker who the police department said was recording women using the bathroom and live streaming it to his work computer.

The individual, Joseph Boucher, 36, of Kensington, has been charged with three counts of voyeurism for catching three women on camera using the bathroom.

This was the first voyeurism incident in Avon, according to Lt. Kelly Walsh, spokesperson of the Avon Police Department.

Avon police officers and detectives responded to the Apple Health Care building at 21 Waterville Rd. on April 25. Executive Vice President Brian Bedard said it was determined that the iPhone video camera was recording between about 2 and 4 p.m. that day and he contacted police as soon as he was notified.

The iPhone and computer were company-issued.

The Kleenex box that the phone was in had a small puncture hole, police said, and the camera lens was placed against the hole. Police found the tissue box on the back of a toilet in the bathroom and the iPhone camera lens was facing out toward the toilet and bathroom area, a press release from the department stated.

"When the iPhone was found by a female employee, it was actively recording and streaming live video and audio to Boucher's company issued computer," a press release from the stated.

Bedard characterized the female employee who found the iPhone as a hero for noticing something out of the ordinary and coming to management right away when she discovered it.

“The person that found this did everybody a service," Bedard said.

Apple Health Care turned the company-issued iPhone and computer over to police. Police obtained search and seizure warrants on April 26 for Boucher's "places of residency" and did a digital forensics examination on Boucher's phone, his computers and other digital media. Boucher's primary address is 70 Stockings Brook Rd.

There was no evidence that Boucher posted any of the video on any social media platforms online, Lt. Kelly Walsh, spokesperson for the Avon Police Department, said. The videos were only found saved on his phone, not the computer.

“They got most of the videos off of his phone," Walsh said.

He doesn't have prior criminal history, Walsh said. Boucher admitted to police that he had done it and told police that was the only incident.

"From what he told us, it was the first time," Walsh said.

Apple Health Care has offered counseling to all employees.

Boucher turned himself into Avon police on May 23. He was released after heposted a $50,000 surety bond. He is scheduled to appear in Hartford Superior Court on June 6.

He is no longer employed at Apple Health Care, Bedard said.

Apple Health Care is owned by Brian Foley, whose wife, Lisa Wilson-Foley is running for Connecticut's 5th District seat in the U.S. House of Representatives.
