Avon Town Manager Requests $28.6 Million 2012-13 Town Budget

The Town Council will review it at its 8 a.m. budget workshop on Saturday, Feb. 11, 2012.

Avon's town manager is requesting a $28.6 million 2012-13 town budget, representing a 4 percent increase over .

That number includes the recommended town operating budget, capital improvement program, debt services and sewer funds, but not the school board's request.

Initially town departments and agencies requested a total of $21,789,184 for the operating budget, which was then reduced to $20,245,896, the current recommended amount, Town Manager Brandon Robertson wrote in his budget message. If approved, that would be a 3.55 percent operations budget increase over last year.

"The revenue portion of the budget has largely stabilized," Robertson wrote in his budget message. "However in addition to the above increases, we are also anticipating revenue declines in certain areas."

The top six capital improvement projects recommended for the fiscal year 2012-13 budget are road improvements ($302,797), school district technology improvements (300,000), "Cider Brook Road and Avonside sewer installation" ($275,000), fire department engine replacement ($250,000), "building and grounds equipment replacement" ($190,000) and "highway division equipment replacement" ($130,000), totaling $1,447,797, Robertson wrote in his budget message.

The school board approved a recommended budget early this year so that Robertson and the Town Council can have it in mind when reviewing the town-side of the budget. The requested amount – $50.8 million – is a gross figure, unlike last year's net budget. The anticipated revenues have not been subtracted to make a net figure, so the number appears larger. Accounting for a gross budget pairs expected expenditures and related revenue side by side.

The requested gross school board budget request may look like a 7.92 percent increase over last year on paper, but Robertson said that based on information from the school district, the estimated adjusted increase is actually about 2.92 percent.

The Town Council will review Robertson's request at its budget workshop on Feb. 11 at 8 a.m. The special meeting is open to the public.
