Commission's Vote on Proposed Lenox Road Housing Development Tabled

The Planning and Zoning Commission will continue discussion about a controversial housing cluster development at it Dec. 10 meeting.

Sunlight Construction's application for building 39 single-family homes remains open for public comment until the commission closes the hearing. Developer Bill Ferrigno initially proposed 57 units, including condominiums, but withdrew that application. He submitted a revised plan this fall with 18 fewer homes and no condos.

At the public hearing on Tuesday, Nov. 19, the commission told Ferrigno that they want to see definitive landscape plans, according to planning officials.

They also told him that they want all roads in the development to be public. The revised plan included a private road called Southampton with homes closer together near Farmington Woods. In addition to wanting the road to be public, the commission also asked Ferrigno to remove the cul-de-sac in the plans and have it loop around to Lenox Road.

About 30 neighbors attended the meeting to listen to discussion on the application and about 10 spoke with similar feedback that has been given previously, according to Town Planner Steve Kushner.

Sunlight Construction's traffic engineer presented his traffic study with responses to commission question. The town of Avon hired Richard Pearson of John Meyers Consulting, the company that worked on the traffic plans for The Fresh Market an a new senior living complex under construction on Route 10. He presented his findings after reviewing the developer's traffic study and came to similar conclusions. He agreed that the main proposed public road, Stratfordshire would not likely be used as a cut-thru from Hollister Drive to West Avon Road, though many residents disagree, Kushner said.

Avon's traffic consultant recommended adding a stop sign at Lenox Road and Concord to slow traffic if a public road is built between Haynes Road and Lenox and make the intersection safer, Kushner said. Neighbors were largely in support of the idea, he said.
