If the budget does not pass by the third referendum, the Town Council sets the budget.
Taxes bills are sent out on July 1, the first day of fiscal year 2011-12. Town Hall needs a month to process all of the bills. In 2008, when the budget was pushed to a third referendum and did not pass, tax bills were not send out until late July and payments were received late, so the town lost out on at least two months of interest in investments, according to Board of Finance Chairman Thomas Harrison.
